Abstract With Terrestrial Trunked Radio (TETRA) the European Telecommunications Standards Institute (ETSI) has developed a standard for a cellular mobile radio network to fulfill the requirements of professional users. TETRA networks provide mobile voice and data applications (including Internet applications) with explicit consideration of the communication requirements of user groups. This thesis provides an overview about this standard and analyzes the methods and influencing variables of dimensioning such networks. In sample calculations the number of required base stations is determined in dependence on the influencing variables. Options for the optimization of algortihms that mainly determine the quality of service are discussed and evaluated. With using the optimizations, significant performance improvements are achieved. The traffic performance of the standard is evaluated using analytical modells, which were derived in this thesis, as well as stochastic simulations. Emphasize is placed on the stochastic modelling of voice and data traffic in user groups. The methodology for modelling traffic performance is described in detail. It aims at representing important aspects of a traffic analyzis based on traffic theory. The traffic modells are based on measurments gained from the TETRA pilot trial Aachen of the German Public Safety Forces. They are compared to measurments taken from public mobile radio networks as well as to well-known modells. Based on the traffic load modells and TETRA protocol modells, the quality of service, that can be expected in different scenarios, is determined. The algorithms in each protocol layer are optimized for the chosen scenarios, which results in reduced traffic resource requirements. As a conclusion, dimensioning rules for a TETRA trunked radio network are formulated.
